SB 868 Scarnati (R)  (PN 1332)

Amends the Forest Reserves Municipal Financial Relief Law to increase the annual fixed charge on acquired lands, from $0.40 per acre to, $1.20 per acre.  This is a charge, “in-lieu of” municipal and school taxes, paid to townships where state owned forests are located.

This bill would triple the fixed charge that the PGC pays on State Game Lands, to about $3.5 million, if passed in the House and signed by the Governor.

HB 1528 Wilt (R) (PN 1877)

Amends Title 34 (Game) to eliminate the licensing requirements of taxidermists.  This will terminate PGC oversight of taxidermists, thereby deregulating taxidermy.

HB 2256 Haluska (D)  (PN 3144)

Amends Title 34 (Game) creating a “Beginner Hunting License”. Cost is $4 and sets no lower age limit (below the 12th birthday for a junior license).  The Beginner Hunter is permitted the use of a firearm or bow while accompanied an unarmed parent, guardian, or family member, and within distance for easily understood verbal instructions.  Hunting is confined to small game and turkey.

HB 2205 Smith (R)  (PN 3080)

Amends Title 34 (Game) further providing for record of license sales.  This bill is a vehicle to adjust the Game Code (for technology) to pave the way for a point-of-sale licensing system.

The PGC schedule for implementation of the point-of sale system is:  a Request for Proposals (RFP) issued in November, bids accepted in early 2006, contract issued in April, Fish & Boat Commission on line in late 2006, Game Commission on line in early 2007.
