The meeting was called to order at 7:30 p.m. President Maranche led the Pledge of Allegiance and Conservation Pledge.

 

Minutes of the July meeting were approved as mailed.

 

Audrey Pritchard, new delegate of the Penn Hills Rod & Gun Club was welcomed.

Joe Connors presented his report. It was accepted without question.
Communications/Correspondence

A letter from Bob Schlemmer of the Governors Advisory

Council for Hunting, Fishing and Conservation announcing the Pittsburgh

meeting August 23rd, 2004.

Pennsylvania Fish &Boating Commission

WCO Beth Fife informed those present of the Youth Hunt Oct. 9-11.

4-year study of whitetail revealed rut may peak in mid November, breeding

activity continues into the regular firearms deer season. Dove season

9/1-10/5; 2nd & 3rd season 10/23-11/20 and 12/27-1/1. Elk applications

on-line 8/27 - page 112 of digest. Bobcat info. p.89 of digest.

Pennsylvania Game Commission

WCO Bob Wheeler spoke of the snake heads in eastern PA. They can

travel from pond to pond, 36 hr survival out of water. The import has been

banned.

 

Using live-bait in delayed harvest areas where artificial lures only is

required has been defeated.

Sporting Arms and Information  & Legislation

Chair Mike Slavonic's written report stated the PSP law

suit decision is still pending before the court.

 

Teresa Heinz in 1994 financed HR 2600 banning certain semi-automatic firearms. If John Kerry wins the Whitehouse, Teresa Heinz Kerry will have a very big pulpit to fight for gun control. HB2046(reciprocity in PA) to be

considered in Sept. ACSL working with the NRA liason John Hohenwarter to pass. One obstacle finalizing reciprocity is training should some form of firearms training be included before anyone can get a license to carry. Meeting consensus is pass HB2046 with current language.

Conservation

Jack Walters stated in his written report that fuel cell

research continues with $4.2 million for 11 projects. Fuel cells are one of

the cleanest and most efficient technologies for generating electricity.

Since there is no combustion, there are no pollutants commonly produced by

boilers and furnaces.

 

A wave of retail and restaurant openings on the 123 acre LTV SouthSide

works. This so-called brownfield, will begin this month - at this writing,

1400 full-time jobs have been created.

 

April-October peak mosquito periods. A Bucks County 36 yr. old male is the

first human infected.

 

Pollution from agricultural operations is a major impairment of water

quality. A new policy in PA will reduce the application of phosphorous

and nitrogen in areas at risk.

 

Zebra mussels have begun to spread downstream, threatening the Susquehanna

River. A petition to the Federal Government to stronger action to control

discharges of ballast water from ocean going vessels

Game Committee

HB2403-PA Coalition Against Domestic Violence at present is dead in

the water. The coalition with Daryl Metcalfe and Theresa Forcier and PCADV

has agreed on some key-points.

 

HB2779, Amending Title 34 (Game/Sunday Hunting) has been referred to the

Game and Fisheries Committee. Representative Marc Gergely will come to an

ACSL meeting to present the Sunday hunting side - primarily in nuisance

areas, gamelands etc.

 

HR827 will be introduced recognizing 9/25/04 as "National Hunting and

Fishing Day"

 

DMAP (deer management assistance program) coupons are available for hunters.

Beginning August 23, applications can be found at

www.dcnr.state.pa.us/forestry/dmap.

 

Creation of the "Wildlife for Everyone Endowment Foundation" has been called

for by Commissioner and Board President Russ Schleiden and endorsed by the PGC.

Separate and independent from the game commission, its' primary effort would

be to build a foundation that would create an endowment to the conservation

of wildlife. Apparently the start-up money has been received but disclosure

of the source has not been revealed.

 

A motion was made and seconded (Liberto/Lewellen) to oppose the creation of

the "WFEEF" MOTION CARRIED UNANIMOUSLY This matter will be researched by Jim

Liberto and Mike Maranche; informing the ACSL clubs of the results.

Fish & Clean Streams Committee 

Frank Sparrow reporting on the Bassmaster Classic

July 28-31, 2005. Letters should be written to your local legislators and to

Governor Rendell, asking them to support state funding for the 2005 Bassmaster Classic. Get

Public Relations

Chairman Dave Bagaley presented a video of YouthDay to be

used on the ACSL website and wherever else possible.

Safe Boating

Henry Hoffman reported that water deaths have been in

non-powered boats and lack of pfd's.

 
Allegheny Sport Travel and Outdoor Show

February 16-20-'05 - Henry Hoffman reported 31 E booths unsold and

11 W booths available. PA travel exhibitors are being pursued. Casting

programs for kids are being considered with Bass Masters supplying the

equipment and prizes. Location to be decided.

 
Banquet

BANQUET Committee meeting Thursday, Sept. 2, 1028 Hulton Rd.

Bring ideas and suggestions.

Youth Day

YOUTHDAY - was a great success. Chairman Frank Sparrow was vacationing and

will give an update on everything at the September ACSL meeting

New Business - Pittsburgh Area Friends of the NRA Banquet will be held

Thursday, Sept. 30, 6 p.m. Wyndham Hotel, Montour exit/Parkway. For info.

Rep. Joe Markosek will hold an open meeting at the Pitcairn-Monroeville

Sportsmen's Club on Sept. 16, 04. PGC, PFBC, the Governor's Advisory

Council, Allegheny County Sheriff's Office, will be present to discuss

issues of concern. Refreshments and door prizes. 6-8 p.m.

 

Woodland Hills Marching Band offered advertising space in their program

booklet. Motion was made and seconded (Fischer/Bagaley) to purchase an ad.

MOTION CARRIED with 1 DISSENT. Motion made and seconded (Hoffman/Baker) to

make the ad ½ page maximum. MOTION CARRIED WITH 1 DISSENT.

 

The Nominating Committee, consisting of Leon Fischer, Dave Bagaley and Mike

Christeson will give their report at the September meeting.

 

An updated directory is in progress, and will be available in November.

Please update your club information, president, v-president, secretary, and

delegate, on the enclosed form, and return it to S. Barnett, 1028 Hulton

Road, Verona, PA 15147.

 

Bob Bragano won the August door prize and donated his win to the ACSL

YouthDay.

Collier Sportsmen - commended for their presentation of the NRA Eddie Eagle

program on gun safety in conjunction with the shooting of a mail carrier

last year.

 

Collier has a "Young American Shooters Club", ages 12-14 and is looking for

clubs interested in competition shooting in 2005. Contact Dan Ragaller at

National Wild Turkey Federation promotes "The Mentor Hunting License" An

important opportunity is missed when tradition is followed where young

people cannot hunt until 12-13. Some states have opened the door to allow

youth 6-15 yrs. to purchase a permit where they can hunt with an adult who

has passed a hunter safety course and have found it a positive, safe

experience.

 

NWTF has committed $100,000.00 to helping educate children across the United

States through the National Archery in the Schools Program. It is designed

to partner with a state's Dept. of Education and its Fish and Wildlife

agency to offer an Olympic-style target archery program to physical

education students from 4th to 12th grades. NWTF's goal is to make this

program a possibility for students in at least 30 states over the next five
