MEETING MINUTES   

December 11, 2003

Opening

President Mike Maranche called the monthly meeting to order at 7:30 p.m.

The  Pledge of Allegiance and the Conservation Pledge were recited in unison.

COMMUNICATIONS/CORRESPONDENCE

letter from V.P Cheney's assistant stating the acceptance to our invitation to the banquet will be considered as the Vice President's schedule develops.

Pennsylvania Fish &Boating Commission

WCO LARRY FURLONG stated a new Executive Director has been chosen, Dr. Douglas Austen

Pennsylvania Game Commission

BETH FIFE reported that four bear were taken at 800 pounds or  more. Deer season is  going slow - question asked if the new regulations affected the low  turn-out. Beth was not sure if this is the cause. She did state that bigger

bucks are being taken. Hunter shootings have been accidents.

Sporting Arms and Information  & Legislation

Mike Slavonic in his written report stated we are still waiting the ACSL Lawsuit decision.

 

HB234 (tax credit to any person who takes  a firearms training course) ACSL amendment specifying types of courses  instead of PSP developing the courses. Rep. Metcalfe has agreed to offer  this amendment.

 

HB2046 (delete social security number from a license to carry)-contact your member of pa House of

Representatives and ask them to vote yes on this bill.

The media is showing their bias in the Goods for Gun program by ignoring

the  ACSL's argument in the illegality of this practice.

CONSERVATION

Chairman Jack Walter's written report stated $3.76 million in  Recycling Performance Grants to 181 PA communities for their recycling  efforts in 2002. "These grants reward a job well done"

 

 Volunteers recently removed more than 100 tons of debris from illegal dump  sites in three state forests.

Cameras have been added as a law enforcement tool in 5 state forests.

The reclamation of abandoned mine lands by DEP removes polluted mine  drainage, water-filled pits etc.  to ensure people's safety. 

Game Committee

Mike Maranche ACSL testimony regarding the merger of the of  PGC/PFBC  will be published in the January Game News.

 

The state Legislative Budget and Finance Committee Report on the feasibility  to merge the Fish and Game

Commissions has been released. It appears to have been written to justify a  merger on the premise of saving

$5 million. Speculation is that legislators may attempt to merge Fish and > Game into DCNR after the November 2004 elections. Mike Maranche has availed  himself to speak at any League organization about the merger -

(412-714-0395) The PFSC (Pennsylvania Federation of Sportsmen's Clubs) will  also be conducting statewide meetings on this issue. Suggestion was made to  invite Vern Ross, PGC Exec. Director to attend a league meeting.

 

 S.Fayette Township Dept. of Parks and Recreation is requesting the game law  be amended for disabled hunters, to include rescheduling their season, and  other issues. More information will be presented at the January meeting to determine the ACSL's support.

 

The "Right to Hunt" Amendment - 10%support, 10% oppose and 80% > un-opinionated. Animal rights groups are well funded and prepared to oppose  it.

 

Copies of Jamie Fleet's patronage memo to Governor Rendell was distributed  to those in attendance at the ACSL meeting. This reveals all the State  Boards/Commissions eligible for review and control by the Governor's

Office.

Fish & Clean Streams Committee 

Frank Sparrow reported the Cold Water Conference at  State College on February 28, 2004. A motion was made and seconded  (Slavonic/Regaller) to cover expenses for Frank to attend.   MOTION CARRIED

Policy & Budget
Motion made and seconded (Fischer/Regaller) to ratify  the Officer/Director motion accepting the $21,450.00 budget for 2004. MOTION CARRIED

Public Relations

President Maranche appointed Dave Bagaley to  head this committee.

 

Dave presented the delegates with binders that can be  used to hold league minutes and other information available at the meeting;  that can be taken back to their clubs, helping communications and publicity  between the league and individual clubs. A bulletin board will be available  at league meetings for publications and activities. Delegates can choose a  month to publicize their club and its events. Safe Boating
No Report
Allegheny Sport Travel and Outdoor Show

Henry Hoffman  reported the need for sporting goods stores. Also, two people daily to work  the floor helping exhibitors, customers and office responsibilities. These  are paid positions. Contact Henry at 412-829-2386. Beef jerkey booths are  filled up.

Banquet

Youth Day

Frank Sparrow will be finalizing date shortly. Tickets for print  will be sold at the sports show and the banquet. More information will be  included in the January newsletter.

 

Unfinished Business

Orders for ACSL shirts will be taken at the January 8, 2004  meeting.  Cost of the Shirts will be $25.00

New Business

The ACSL deeply regrets the resignation of Kim Stolfer. Kim  gave endless hours and energy in keeping the league informed of legislative  matters, working behind the scenes in fighting for our Second Amendment  rights.

 

The morgue parking lot is closed to the public due to construction.
