MEETING MINUTES   

October 14, 2004

Opening

President Mike Maranche called the meeting to order at 7:30 p.m. The Pledge

of Allegiance and the Conservation Pledge were given in unison.

Treasurer Joe Connors presented his report, which was accepted without question.
Communications/Correspondence

letter to Allegheny County Property and Supplies requesting

use of Gold Room for 2005.

The Millvale Sportsmen Club has offered their clubhouse should the Gold Room

not be available.

Lee Brown, Pgh. Sportsmen's Luncheon Club, sent information about the

Sporting Clay Shoot at Nemacolin Shooting Academy April 3. 85 shooters -

$100.00 each.

Mike Maranche announced that the Clairton Sportsmen's Club and Whitetails

Unlimited will sponsor the Coal Valley Chapter Banquet, Saturday, January

29, 2005 at Georgetown Centre. For ticket information phone Ralph Croushore

whitetailsunlimited.com-choose events then banquets and your state.

Pennsylvania Fish &Boating Commission

LARRY FURLONG expressed his and Dr. Austen's appreciation for the

help in passage of HB2155. BassMaster practice is producing great catches.

License sales will not start until January 1, 2005.

 

however, letters will be available at agents such as Walmart permitting

fishing until January. Senior lifetime license holders do need to buy an

Erie stamp(one time only). BUI's new record 34 in S.W. region.

Pennsylvania Game Commission

BETH FIFE - reporting passage of HB2326, now awaiting action in the

Senate Game and Fisheries Committee. This will make reporting a harvest more

convenient and less expensive using the internet.

The three-day bear harvest was exceptional - 2,423 total. PGC biologists are

visiting processors to save deer heads to be tested for chronic waste

disease in hopes that tests will prove nothing as last year.

Elk hunters 34 elk harvested. Deer season - a lot of violations this year.

Sporting Arms and Information  & Legislation

MIKE SLAVONIC reporting the PA Supreme Court took 19

months to render the 3-2 decision in favor of the PA State Police and Gov.

Rendell computerized database of gun owners, clearly prohibited by Section

6111.4 of the PA Uniform Firearms Act. This decision must be followed up

with corrective legislation. PA pro-gun leaders are going to have to work

together.

Wisconsin Shootings renews debate over so-called "Assault Weapons". The SKS

rifle wasn't banned under the Federal Assault Weapons ban that expired Sept.

13; it should be banned for civilian use.

Conservation

Jack Walters emphasized in his report plans of the Rendell

Administration to propose a $800 million bond issuance to pay for Growing

Greener II. Yearly revenue of $110 from increased tipping

fees and residential waste fees would cover annual interest and principal

payments on the bonds.

 

A cutting-edge facility to be built in Mahoney Township, PA will bring in

1,000 new construction jobs and 150 permanent jobs to Schuylkill County. The

$612 million coal-to-clean-fuels project will also pioneer innovative

technologies aimed at making coal environmentally and economically

competitive.

Game Committee

Chairman Mike Maranche reporting that HR927, was introduced by Bruce

Smith and referred to the House Game and Fisheries Committee on Budget and

Finance to study the financial benefits and impacts on Sunday hunting, to be

reported in the next several months.

 

HB2326-reporting harvest online within 10 days; amendment $2.00 fee point of

sale; amendment did not make it into the bill. Supporters will push for it

in the next legislative session.

 

Hunter Education - temporary moratorium on live fire. A 2006 pilot program

with the PGC providing 22's and ammo is planned. Clubs can choose live-fire

training but must do so on own liability insurance. Collier delegate Dan

Ragaller shared that his club is considering holding an NRA shot-gun class

preceding the hunter safety course. Comments can be made to Keith Snyder,

Chief of Hunter Trapper Education-on-line at ksnyder@state.pa.us. Inert

firearms (cannot be fired) can be used in the classroom not on hunter-ed

time.

 

PGC/DCNR meeting November 15, 2004 - bottom line is deer management/forest

certification. Mike suggests clubs meet and discuss this issue on their

own - he (Mike) is available. A summary of the meeting is available;

clubs can get a copy by contacting the secretary at 412-793-4437.

Upper St.Clair Twp. is thinning their deer herd. They are bringing in

professional hunters using night-vision and silencers.

Fish & Clean Streams Committee 

Frank Sparrow reported Deer Creek has been altered by

hurricane Ivan.

 

Repairs amounting to $350 thousand to $700 thousand are estimated.

Public Relations

DAVE BAGALEY regarding the Constitution and By-Laws, the

committee members are studying the changes proposed; 2005 Sportsman of the

Year Banquet, posters etc. will be available at January Meeting. Dave

encourages delegates to push the sale of tickets.

Safe Boating

Allegheny Sport Travel and Outdoor Show

ASTOS - FEB. 16-20, 2005 - HENRY HOFFMAN reported 10 booths left.

Suggestion was made by Henry to purchase 20th Anniversary hats (black with

gold lettering) to be sold at the show. Motion made and seconded

(Hoffman/Fischer) to purchase 2 gross. MOTION CARRIED

 
Banquet

MARCH 6, 2005 - JOE CERSOSIMO updated those present on the menu,

program etc.

 

Matt Hough, PGC will be the speaker. Prizes are appreciated. Honoree name

must be submitted by January 16, 2005 to Sara Barnett. Remember clubs, you

must have a club member and the honoree present to receive his/her award.

Frank Sparrow will sell advertisements for the program booklet. Frank

Girdich, delegate of the Renton Rod & Gun Club, presented a gift of $25.00

from Dicks for a prize. Frank also offered two ACSL golf shirts to be given

at the banquet, purchased by the league.

Youth Day

FRANK SPARROW, CHAIRMAN - Saturday, July 23, 2005 - YouthDay the

week before the BassMasters Tournament presents an opportunity to ask some

ESPN and tournament people to attend YouthDay.

Old Business

Jack Walters reminded the delegates to sign up for

jerky for the sport show. ACSL 2005 buttons are also available. Tressel

Fundy, delegate of WPA Taxidermists, requested the league support snare

traps. This will be voted on in January at the PGC meeting. WCO Doug

Dunkerley stated that it looks like this will pass. Motion made and

seconded(Fundy/Collura) to support this proposal. MOTION CARRIED.

 

Mike Maranche has talked with Jerry Feaser about the conservation stamps

money refund. Checks in the mail, Mike was told.

 

Lock boxes - one box left when Mike came in. The game people were permitted

to carry their guns to the Gold Room. Major Thomas told Mike their budget

does not permit them to purchase more lock boxes. Do we want to buy the lock

boxes and donate them to the security office. Leon Fischer will check on a

source he knows about.

New Business

question of Laptop and printer purchased for ACSL. Apparently

this is in the possession of the FOAC.

 

Frank Sparrow feels the purchase of an LCD projector would be very useful

for league functions. Frank and Jack Walters will research this

possibility.

 

President Maranche has called a Budget Committee meeting, 6:30 p.m., to be

held prior to the regular monthly meeting January 13, 2005. This includes

all committee chairmen, officers and directors.

 

Drivers License Enhancement Act has reappeared.
