| The monthly meeting of the
ACSLI was held at 7:30 p.m. in the Gold Room of the Allegheny County
Courthouse. The following sportsmen's clubs and agencies were in
attendance:

President Lewellen asked that the agenda be modified to allocate the Banquet Committee time for discussion prior to the business at hand. Motion carried unanimously. Guest, County Controller Dan Ornorato was introduced and given the floor to address those present. Various questions and answers ensued. The gun buy-back program, property assessments, conservation issues and the assault rifle ban were discussed, with Mr. Onorato offering to meet again with the ACSL for further communication regarding these issues. The December minutes were approved as mailed. |

| Pennsylvania Fish &Boating Commission | |
|
WCO Bob Wheeler reminded those present of fishing safety
- don't fish on 3" ice, at least 6" is safe and wear proper
gear. License sales 2001 showed a slight increase; hatchery and
infracstructure still an issue. PF&BC will meet 1/24/25 to make
decisions regarding pan fish creel limit and other items. The 45
sportsmen who commented on fly fishing and use of artificial lures at
the January 8 meeting was a pathetic representation; decisions will be
made at the 1/24,25 mtg. Bob introduced WCO Tom Burns and welcomed him
to his district.

| Pennsylvania Game Commission | |
| WCO GARY FUJAK stated he will
more than likely be introducing a new officer for Allegheny County at
the March ACSL meeting. Game harvest in the county is down about 20%
from 2000, with weather not too conducive to deer hunting. Thus, hunting
related shooting incidents were down, with three fatalities reported.
Sunday, Jan. 13 to Tuesday, Jan 15, public input on several proposals
will be heard, and will be finalized at the April Commissioner meeting.
Dr. Ault will be holding public meetings on deer management in Cambria
and Somerset Counties on Jan. 16 through 31. Consult

DEER CREEK PROJECT |

Frank Sparrow, representing Tri-County Trout Club, gave public
comment at the 10/24/01 meeting as to why they are opposed to the project.
Orix-Woodmont's permit application is incomplete, yet went out of their way to
hold the public hearing before anyone could review the application.
Proponents were mostly made up of Harmar Twp. and Allegheny School officials and a few residents, namely senior citizens on fixed incomes whose concern is their taxes. The people against the project were residents of Indiana, W.Deer and Harmar Twps. who were told to go fight the battles in "your own neighborhood" - a reminder that the project is based around the $20 million dollar TIF that is PUBLIC MONEY and all Allegheny County residents are paying. Frank's address included "1st.proposal was to move the stream, new proposal "to not move the stream but include even more enclosed or covered culverts, thus covering more stream and thereby limiting stream access even further. Great expanses of concrete and asphalt parking areas that will be built, allowing runoff petroleum by-products, silt and salts, will greatly affect the vitality of the trout stream. Current studies prove 98% failure in proposed storm water abatement ponds and manmade wetlands. The promise of 3,000 jobs-how many will be a full-time professional level? 95% will be low pay-which does not necessarily build a tax base. "I feel for the residents of Harmar Twp. and their current tax problems, but a quick fix, quick buck, political and monetary gain at the expense of the tax-payer? I hope DEP/Corps of Engineers do the right thing after hearing the opposition of this proposed mall and deny their permits." Mike Slavonic expounded on his written report-the metal detectors operating in the public safety building-employees have been advised that if a weapon is found while entering the building, it will be confiscated and not returned. DEP directive states employees will be prohibited from possessing a firearm on DEP property, whether they have a license to carry or not Rep. Teresa Forcier, Crawford county, is going to introduce legislation to prohibit such directives; Current law, Section 913, provides that these buildings must provide a lock box for checking of firearms. If you hear of an individual having a firearm confiscated while in possession of a concealed carry permit-contact the ACSL Legislative Committee-Mike at (412)882-9647 or Kim at (412)221-3346. Commonwealth Court of PA in a 6-2 decision with Judge James Kelley and Doris Smith desenting decided against former Game Commissioner George Venesky. Article 6, Section 7 PA Constitution states appointed officers may be removed at the pleasure of the power by which they shall be appointed. The court agreed with the Governor and the AG office that any member of the Commission could be removed by the Governor at anytime for any reason. The court left undecided Section 30 of the PG laws that provided for the appointment of Game Commissioners That provision says that an individual "shall be appointed by the Governor, and by and with advice and consent of two-thirds of the elected members of the Senate. If the Governor has the power to appoint and remove, what is the need for 2/3rd confirmation by the Senate? George Venesky will appeal the decision to the PA Supreme Court. HB2181-the future of hunting in PA is clearly in jeopardy and hunters better start waking up. The ACSL has raised its voice to the PGC against the AdHoc Committee's recommendations supported by the Commission, (limited usage of state game lands to secondary usage) yet, the Federal Wildlife Restoration Act prohibits secondary usage of state game lands. A letter to PGC Executive Director Vernon R. Ross from Robert J. Souss, Fish and Wildlife Service, clearly states HB2181, if adopted, would impose undue restrictions on the PGC to administer wildlife programs; impose multiple recreational use opportunities on state game lands that were purchased or managed with Federal Aid funds or with funds derived from hunting license revenues; and PA would be declared ineligible for the Federal Aid in Wildlife Restoration Program- (Pennsylvania is scheduled to receive $6.8 million dollars in fiscal year 2002) |

Jack Walters stated in his report that carbon monoxide poisoning
threat increases as we close up our houses for winter. Furnaces, water heaters,
boilers, space heaters, clothes dryers, stoves, ovens, fireplaces and wood
stoves can produce it. Safeguards - a good c.m. detector; regular furnace and
chimney inspection; properly vented keroseneor gas space heaters. Winterize your
backyard wildlife habitat by providing food, water and cover during cold
months-keep feeders and birdbaths clean to protect birds from spread of disease.
Hassle-free fire logs provide environmental benefits. Sawdust and wax (ingredients of paper-encased fire logs) make better use of recycled industrial waste. |

| Mike Maranche, chairman, commented on the letter from Souss to Vern Ross regarding HB2181. The December 20 meeting in Harrisburg was not only poorly attended by sportsmen, but they were very passive. The first comment by a representative of the Safari Club was the jeopardy of the Pittman-Robinson monies if secondary use is considered. The PGC representative kept assuring there would be no problem, they are going to keep the bicycles and horses on gated roads. Mike commented that he never saw a bunch of sportsmen representing the league members present, so willing to give up their sovereignty. The game committee is firing out letters in protest of the secondary usage of the gamelands-a comment was made that there is a tremendous amount of money influencing this change in regulations. | |
| Fish & Clean Streams Committee | |
| Frank Sparrow, Fish and Clean Streams, handed out cards to be given to clubs in protest of the County Council using the TIF monies and objecting to the Deer Creek Mall project. Delegates and alternate delegates need to respond with these cards to help prevent the destruction of Deer Creek. | |

| ASTOS - FEBRUARY 13-17; Henry Hoffman reported the show is sold out-exhibitors will be moving in Monday the 11th 8 a.m. Kids program Thurs. the 14th help is needed from 8 a m. on-use the East entrance and go directly to the ACSL booth. Board of Directors will meet at 2 p.m. Saturday. People are needed to staff the league booth-parking passes are available-display them on the dash of your vehicle-come in the West elevator. | |

Tom Vennero, Chairman of the Banquet Committee reported ticket
sales were not coming in as quickly as expected with several league clubs not
responding to support this event. The transition of responsibilities to
committee members was not communicated properly, thereby causing late contacts
with guests of various agencies.

| MSCI-July 27, 2002. Chairman Frank Sparrow offered a sign-up sheet for volunteers. A request from the NRA for a copy of the ACSL By-laws and Financial Statement in order to consider their donation to YouthDay resulted in a motion made and seconded (Slavonic/Hoffman) to pull the ACSL request. Delegate Jim Liberto, LFSC, emphasized the American Medical
Association's (AMA) president, Dr. Richard Corlin, is anti-gun and quoted the
Centers for Disease Control which calls "gun violence" a public health
epidemic; furthermore he has sent a "model law" to state legislatures
which would give state agencies unprecedented powers in the event of a public
health emergency, including the power to seize "private property". Dr.
Corlin invites people to comment on the AMA's decision to publicly take on

A motion was made and seconded (Connors/Bloss) to fund a trip to Harrisburg to meet with Atty. Gen. Mike Fisher to discuss the ACSL proposal to reform our reciprocity provision in state law (Jan. 22) MOTION CARRIED.
