The Pledge of Allegiance and Conservation Pledge were given in unison.

President Lewellen called the meeting to order at 7:30 p.m.

 

July meeting minutes were approved as mailed.

 

Mike Yanchak was introduced as delegate of Dormont-Mt. Lebanon taking Tom Bloss's place for the summer.

Treasurer's Report

Joe Connors gave his report which was approved without

question. Joe Malino, the ACSL accountant, will be present at the August

meeting to explain the league's status.

Communications/Correspondence

COMMUNICATIONS - were read by the secretary. Senator Jane Orie expressed her

appreciation for the league's involvement in her Sportsmen's Day, and

announced that MARCH 27, 2004 will be the next expo at the North Side

Sportsmen's Club grounds.

Pennsylvania Fish &Boating Commission

WCO Bob Wheeler stated the next commissioner's meet is July 18. One

possibility on their agenda is considering separate opening days of trout

across the state. Earlier in the SouthEast.

 

A proposal for license increase - resident increased by $3.75 ($20) trout stamp by $2.50 ($7.50)

A license for charter boat captain at a cost of $150.00 is being considered.

Hereford Manor is reopened. Look for no-trespassing areas.

Boaters Regatta - 7/12; Pgh. Regatta 7/31.

Busy weekend 7/4 with 3 boating accidents/1 float plane accident. 4 persons boating under influence.

PFBC website contains new online maps www.fish.state.pa.us.

 

Pennsylvania Game Commission

WCO Beth Fife stated that the new hunting book is available, explaining new management areas.The PGC website www.pgc.state.pa.us gives muchinformation and you may purchase your license on-line.

 

The proposed hunter orange regulations would require hunters to wear 250 sq.inches of fluorescent orange clothing on the head, chest and back combined-visible in a 360 degree arc when they hunt.

Four exceptions are:

. hunting waterfowl, doves or crows without fluorescent orange

. hunting groundhogs wearing only fluorescent hat, except during big game

. moving about during spring gobbler season must wear fluorescent orange hat

. moving about or relocating during archery season must wear fluorescent hat

 

Doe license applications must include management unit you are going to hunt in; it no longer goes by county. Allegheny County will remain shotgun; all areas around it will remain rifle.

 

If sportsmen have input on season and baglimits, such as additional turkey,

FISH AND CLEAN STREAMS
Chair Frank Sparrow reporting on the hand-outs about Pete Colangelo's forced retirement - through SR Smith's personal campaign of disdain against the PFBC.

This is a severe loss for the ACSL and the sportsmen of PA. Henry Hoffman proposed the issue of a proclamation to Mr. Colangelo, to be awarded at the YouthDay event, July 26, 2003.

Deer Creek Crossing - quoting a Texas developer "the valley will be shopping in the Deer Creek Crossing development by fall 2004 or the spring of 2005".

Within 90 to 120 days, the developer plans to begin grading the property. Groundbreaking will not be delayed by the series of legal appeals. A stream walk with DEP, Armstrong County Sportsmen's League, Tri County Trout Club, will take place Wednesday, the 18th on Deer Creek. 9 .m. Rose Ridge parking lot.

DEP, DCNR, and the PFBC filed suit to clarify the public's right to fish, boat and recreate on a 1.3 mile section of the Little Juniata River. Donald Beaver, defendant, has been operating various exclusive fly fishing services and posting "no trespassing" signs across the waterway.

Sporting Arms and Information  & Legislation

Mike Slavonic HB1791 analysis on website - several legislators opposed to the private ownership of firearms has sponsored this bill tocreate a State Handgun Standard Commission for performance standards for

personalized smart guns. Everyone is encouraged to contact your member of the State House of Representatives and express your opposition to this legislation.

 

An amendment to HB4 lowers a persons legal blood alcohol level from .10 to .08 for firearms ownership, hunting, fishing and boating. This bill goes to the Senate where passage is a must in order for PA to comply with U.S. Dept. of Transportation regulations.

 

AG Fisher added Oklahoma as a state that will recognize a PA CCW; but PA will not recognize an OK CCW.

CONSERVATION

Chairman Jack Walters stated that homeowners who have suffered flood damage should follow recommended precautions. Such as being careful when entering a flood damaged building; wet ceiling plaster is heavy and dangerous and should be knocked down; watch for holes in the floor and loose boards; turn off gas and electricity and wear rubber-soled shoes and

rubber gloves. Mine subsidence insurance can be purchased through homeowner insurance agents.

 

River Sweep 2003 will take place July 12.

GAME COMMITTEE

Mike Maranche reporting many retirements on PGC. New Southwest

Regional Manager is Matt Hough. If you are tagged for game violation in

another state, you will be tagged in PA also.

 

HB1701 would take 10% of all revenue received by PGC and DEP through the

sale of timber, gas, oil etc. for the treasurer where the revenue is

located.

 

Sam Dunkle stated he does not believe a merger of the agencies would be in

the best interest of wildlife resources or hunters of the commonwealth.

Mike reported that it appears the sportsmen are against the merger while

environmental groups are for the merger.

BANQUET
March 20, 2004 - Chairman Joe Cersosimo asked for suggestions for speakers, entertainment etc. A letter has been sent to VP Richard Cheney requesting him to speak; copies to Senators Santorum and Specter; Reps. Hart and Murphy.
PUBLIC RELATIONS

President Lewellen has sent publicity to the newspapers and media but thusfar they have not published anything.

Dialogue with the North Side Sportsmen at the Orie Expo was encouraging.

 

Harry, Kim and Mike will attend their meeting in October.

ALLEGHENY SPORT, TRAVEL AND OUTDOOR SHOW
Allegheny Sport, Travel and Outdoor Show - February 18-24 - Henry Hoffman, show coordinator, reported 4 potential exhibitors from the Orie Sportsmen's Expo.
Youth Day Saturday July 26, 2003

Chairman Frank Sparrow reported the applications are coming in slowly. A concern for the dog trials location was discussed. Prizes etc. are being ordered from Shakespeare; a print has been received from the National

Wild Turkey Federation - Allegheny Chapter - that may be raffled at both the YouthDay and the banquet. Bob Schick, delegate of NWTF, presented the league with a $500.00 check for YouthDay. Much help is needed - come out at

8 a.m. - Millvale Sportsmen's Club, Wexford. Call Frank at 724-444-6569 if you need more info.

Unfinished Business
Question as to merger of PGC/PFBC (HR15) - the ACSL has taken a stand to come out against this. Merger to combine law-enforcement officers (HR222) - the ACSL has not taken a stand until all facts have been presented
New Business

President Lewellen stated the results of the Directors's meeting prior to the regular monthly meeting. There will be no ACSL

membership dues increase this year.

Policy and Budget
Question as to ACSL membership dues increase. The BOARD OF DIRECTORS will meet prior to the July 10 meeting at 7 p.m. in the Gold Room of the Courthouse.
Adjournment 

Mike Slavonic won the monthly door prize and donated it to the YouthDay program.
