MEETING MINUTES   

July 8, 2004

Opening

President Mike Maranche call the meeting to order at 7:30 p.m. The Pledges

were given in unison. The following clubs and agencies were in attendance:

Treasurer's Report
Joe Connors presented his report. It was accepted without question.
Communications/Correspondence

Diane Cersosimo has blessed the banquet each year with her

beautiful voice singing the National Anthem. A gift of appreciation was

given to Diane, for which a "Thank you" was read by the secretary.

Pennsylvania Fish &Boating Commission

WCO Martha Mackey stated boating is in full swing with a record

turnout the 4th and regatta weekend. Wake violation a problem as is pfd's.

Pennsylvania Game Commission

WCO Gary Fujak stated his pleasure to be able to work with Allegheny

County people, opportunities to work with people he grew up with, and his

association with the ACSL. A lot of legislative work is going on, such as

the 50 yard safety zone for archery hunting; the extra spring turkey stamp,

HB659 sponsored by Rep. Staback, an unlicensed person may participate in

hunting or trapping when accompanying another person with a license. Bills

pending; permission to use decoys when hunting rabbits or bird taking, not

displaying hunting license on back but carrying it in your pocket. Contact

your legislators at any time - they do listen. Not all articles in

newspapers are correct (no surprise) One recently written in Valley News

Dispatch regarding WCO's law enforcement powers a good example.

Bald eagle population has risen to 75 pairs in 2004, from 48 in 2000.

Send for antlerless license 8/2 - mail to Harrisburg, then it will go to the

treasurer's office. Over the counter 9/20. Possibility each hunter may have

as many as three antlerless licenses.

 

Absolutely no feeding bears - it is against the law.

Sporting Arms and Information  & Legislation

Chairman Mike Slavonic reporting HB2403 Protection from

Abuse Bill, is dead. HB1512, right to hunt, taken off the calendar also.

HB2046 to delete the social security number from concealed weapons

licenses, has been amended in the Judicial Committee with language that

Senator Orie and ACSL agree on.

 

ACSL Lawsuit against PSP is still pending before the court.

Conservation

Chairman Jack Walters - the Rendell administration has

challenged the EPA rule designating 37 counties as nonattainment for the

eight-hour ozone standard. A persistent pattern, prejudicial to PA's

economy, causes residents here and in other downwind states, to pay the

price in terms of public health and economic growth. PA joined six other

states in filing a petition for review of the EPA's April 30 rule allowing

upwind states to dump more pollution on downwind states.

June 28 PA opened its doors to the first biodiesel fueling facility in

Lancaster County.

(5% soybean oil and 95 percent diesel), a clean fuel, reduces particulate

15th Annual River Sweep - More than 600 volunteers picked up 60 tons of

trash, 2,000 tires etc. along streams, creeks in 40 sites. The ACSL was

recognized as loyal repeat participants.

 

ACSL V.P. and Pitcairn-Monroeville Sportsmen's Club caretaker, Henry

Hoffman, has helped for years in the clean-up of Turtle Creek, the popular

fishing stream that runs through Monroeville, Turtle Creek and other eastern

suburbs before emptying into the Mon River. An article in the July 7 Tribune

Review mentioned the Borland Farm project and the Turtle Creek Watershed

Assn. of which Henry is a member, and their coordinated efforts to have

contractors remove 133,000 tons of coal mine refuse from an abandoned mine

in Murrysville that dumps 1,000 gallons of acid mine drainage per minute

into T.C.

 

The stream provides rare trout-fishing access for urban residents. The ACSL

congratulates Henry and his dedication to clean streams.

Game Committee

Mike Maranche reported on HB1512 amendment supported by the ACSL, put

together by several sportsmen's groups and sponsor of the bill, Matt Baker,

(the right of the people to hunt, fish and harvest wildlife shall be forever

preserved subject to restrictions related to species, seasons, licensure

limits, location as described by the laws of this commonwealth) including

trapping under the harvest of wildlife, with removal of the revocation

clause. Was to be introduced June 22 into the Judiciary Committee. This did

not happen - Matt Baker stated in his conversation with Mike Maranche 7/8

"because of Medical Malpractice Caps. "Rather than jeopardize the amendment,

it was not introduced" Matt stated.

Fish & Clean Streams Committee 

Frank Sparrow reporting on the Bassmaster Classic

July 28-31, 2005. Letters should be written to your local legislators and to

Governor Rendell, asking them to support state funding for the 2005 Bassmaster Classic. Get

Banquet

Chairman Joe Cersosimo asked for results of delegates survey as to

holding the sportsmen's banquet on Saturday or Sunday. Very few comments so

the banquet committee will discuss the date, day, entertainment in upcoming

meetings.

Youth Day

YOUTHDAY - SATURDAY, JULY 24, 2004 7:45 A.M. TO 5:30 P.M. MILLVALE

WE ARE ASKING FOR VOLUNTEERS TO HELP SET UP FRIDAY 9 A.M. ON-

PARKING/DIRECTION ATTENDANTS, PAVILLION HELP, COOKS, ASSIST AT EVENT

STATIONS, CLEANUP, RUNNERS.

 

You will receive a t-shirt, and lunch for your efforts.

Old Business

Motion was made and seconded (Collura/Slavonic) to

oppose any legislation for a referendum for borrowing monies for Growing

Greener II.

 

MOTION CARRIED.

New Business

Dave Collura representing the Elizabeth Sportsmen, asked

about the sale of club tickets at jerkey booths. After discussion, it was

decided that clubs who want to sell tickets will be able to rent booths for

that reason.

 

A motion was made and seconded (Collura/Sparrow) to include the Rivers

Conservation School when sponsoring interested youth. MOTION CARRIED.

Monthly door prize was won by Frank Sparrow. Frank donated his winnings to

YouthDay.
