MEETING MINUTES   

June 10, 2004

Opening

President Mike Maranche call the meeting to order at 7:30 p.m. The Pledges

were given in unison. The following clubs and agencies were in attendance:

Robb Miller, Governor's Advisor on Hunting, Fishing and Conservation, spoke

to those present about the Growing Greener II program, a proposal to float

an $800 million bond issue to help fund the infrastructure needs within the PGC and

PFBC,necessary to maintain sportsmen's access to agency owned and managed recreational areas. Mr.

Miller stated that without Growing Greener II, much habitat on the Upper

Susquehanna River and Ohio River also is in danger of not being established

because of funding shortages. A lengthy period of discussion followed Mr.

Miller's presentation. More information is available on the internet at

Treasurer's Report
Joe Connors presented his report. It was accepted without question.
Communications/Correspondence

Diane Cersosimo has blessed the banquet each year with her

beautiful voice singing the National Anthem. A gift of appreciation was

given to Diane, for which a "Thank you" was read by the secretary.

Pennsylvania Fish &Boating Commission

WCO Larry Furlong conducted a Growing Greener Tour in Beaver County

through Hereford Manor and Canonsburg Lakes. One hundred fifty concerned

sportsmen were present asking questions. Letters written to local

representatives about Bill 2155, license increase, Southwest region really

responded. The junior license is gone (age 12-16) Erie stamp amendment -

monies will be used for Erie for five years.

 

Bob Schlemmer, Chairman/ Governor's Advisory on Hunting, Fishing and

Conservation Council reported District 4 interview for Fish Commissioner

June 26; July 11, 12 PGC Commissioner in Somerset. PGH Council Meeting

8/22,23. More details to follow.

Pennsylvania Game Commission

WCO Beth Fife reported the 50 yard safety zone for archery passed the

House 186-0 and the Senate 49-1, needs the governor's signature. Bobcat

harvest results - hunters and trappers harvested 140. 570 permits out of

3,000 applicants were issued. July 1- August 20, bobcat applications will

begin being issued. Spring season crazy, geese population has exploded and

young turkey seen already. WCO Doug Dunkerley stated a PCC (PAConservation

Corp) has been approved for two years in the area of Allegheny, Beaver and

Greene Counties. SGL232(Washington County) ringnecks have been seen.

Sporting Arms and Information  & Legislation

Chairman Mike Slavonic gave his written report. HB2403 PN3829

(protection from abuse and possession of firearms) has been opposed by a

coalition of pro-gun groups. The PA Sportsmen's Association is asking gun

owners to contact your state reps today, asking them to vote NO on this

bill. A motion was made and seconded (Liberto/Fischer) that the ACSL oppose

HB2403. MOTION CARRIED

Conservation

Chairman Jack Walters reported PA and three other states will

sue the owner of five coal-fired power plants in WV for violating the Clean

Air Act after the federal government dropped its investigation of the power

plants last year. Allegheny Energy made major improvements without

installing the legally required air pollution controls. As a result, they

have continued to emit hundreds of thousands of tons more pollution each

year.

Game Committee

Mike Maranche stated that Bruce Smith, Chairman, House Game &

Fisheries Committee, has backed away from HR222 (explores restructuring fish

and game so that law enforcement personnel would work out of the DCNR).

HB514 passed amends Title 34(Game) to exempt spent rifle and shotgun shell

casings from the prohibition against littering, except when a person has

fired more than six rounds from a stationary position.

 

Letter from Bruce Smith to increase antlerless deer licenses $2.00 to fund

the method of potential license buyers swiping a driver's license through a

terminal to quickly receive their hunting license and various tags.

Proposed amendment to HB1512 - (right of the people to hunt and fish and

harvest wildlife be forever preserved). Motion made and seconded

(Collura/Brown) to support this amendment. MOTION CARRIED.

 

FLA Governor Jeb Bush signed a bill disallowing a data base of gun owners;

gun range owners for immunity from lead clean-up lawsuits under certain

conditions.

 

State would set up a protocol for how ranges could prevent lead

contamination - gun clubs could sign on to it to prevent lead lawsuits.

This may come to PA - clubs should be on lookout for this in future. Kip

Andreas recommended to those present to attend the seminars that are

available on "range management" covering this issue in detail on how to

avoid this issue. National Shooting Sports Foundation website (NSSF) gives

info. on range management seminars.

Fish & Clean Streams Committee 
Frank Sparrow reported Pgh Mills Mall changes being considered.

Public Relations

Dave Bagaley discussed American Lymes Disease Foundation

Info. Two products effective in eliminating ticks, the "mouse house", kits

available in the Monroeville area; and deer bait station containing

tick-a-side removes the tick from the deer as he eats. A speaker is

available to educate and update ACSL members on Lymes - Mike will contact

her to schedule a date.

 
Safe Boating
Henry Hoffman reminding boaters to wear their pfd's. 
Allegheny Sport Travel and Outdoor Show

Henry Hoffman stated Cleveland Expositions have a third of the show sold; discussion with a boat dealer and

bass organization to set up a kid's casting program for the 2005 show. Space is needed.

 

ASTOS continued - Request from Cleveland that ACSL clubs who rent booth

space just to sell tickets are complaining about other clubs selling their

tickets at the beef jerky stands. Motion made and seconded (Fischer/Liberto)

there will be no tickets sold at the beef jerky stands; beef jerky only will

be sold. MOTION CARRIED.

Banquet

Chairman Joe Cersosimo asked suggestions for a speaker and

opinions as to having the banquet on Saturday or Sunday. Delegates were

asked to take these questions back to their respective clubs. IDEAS? e-mail

Youth Day

YOUTHDAY - July 24, MSCI. Volunteers are needed. Registration 7:45-8:15

a.m. Program 8:30 a.m. to 5:30 p.m. Frank Sparrow, Chair, reported 150 limit

on applications available. Insurance still being checked out. Lee Brown

graciously presented a $1500 grant from the NSSF. Bob Shick announced a

donation from the NWTF of $500. Several clubs, parents of applicants and

anonymous monetary gifts have been received also. A list will be published

recognizing all donors.

 
Old Business

ACSL stickers used as fund raiser - yet to be decided.
