MINUTES
President Mike Maranche called the meeting to order at 7:40 p.m. The
following clubs and agencies were present:

PFBC - Presentation was given to Henry Hoffman for his many years of
service. As coordinator for the Allegheny Sport, Travel and Outdoor Show,
Chairman of Fish and Clean Streams and Safe Boating Committees, TCWA and
Allegheny County Conservation District Board member, Educational Programs
for PGC and PFBC, supporter of HB2155,
Handicap programs at BY Pond, ACCD Envirathons and stream cleanups, stocking
of Turtle Creek, caretaker and Board Member of the Pitcairn/Monroeville
Sportsmen's Club; the PFBC proudly honored Henry with a Trout print and
stamp and letter of appreciation.

Treasurer's Report - Joe Connors presented his June report, which was
accepted without question. (Christeson/Pritchard)
Communications - letter written to Peg LaSpada and monetary donors to
Youth Day in memory of Sewickley Shooting and Fishing Club delegate Larry
LaSpada.
President Maranche announced that Dale Emerick, Volunteer of PA's 1st
Friends of NRA, will be present at the July meeting to advise clubs of the
availability of assistance in educational programs, grant money, etc. It is
suggested that club delegates make their members aware of this so they can
come to the July meeting.

CONSERVATION - Jack Walters reporting legislation submitted by U.S. Rep.
John Peterson that Pennsylvania's abandoned mine lands and polluted streams
continue to receive the attention they need. DEP is coordinating the
county-based mosquito surveillance and control portion of the multi-agency
West Nile virus effort. Annual River Sweep volunteers are needed for
Saturday, June 18. Heavy flooding in September left a lot of debris in
southwestern Pennsylvania waterways. Residents who want to participate can
find a site at www.dep.state.pa.us,

GAME - Mike Maranche reporting HB1435 amending Title 18 (Crimes and
Offenses) providing against computer-assisted remote harvesting of animals.
HB1605 - regulations relating to any season for hunting with flintlock
muzzloader firearms shall allow hunting with in-line muzzleloader firearms.
SB539 - Amending Title 34 (game) further providing for the offense of
trespass on private property while hunting, prescribing penalties. First
offense - summary offense; Second offense within one year - revocation of
license for one year.
Fish and game protectors under Title 18 enforce laws - make arrests for
trespassing.
HB1076 - National Guard active federal service and deployed overseas may
apply for license for $1 ending two years after deployment.
HB887 - former prisoner of war hunting license will be $1
HB865 - remove from game code display of license. (National Association of
Sportsmen's Caucuses) states "This legislation will allow the PGC option of
'point of sale' license generation.
(Jerry Feaser-PGC) stated to reporters a move towards electronic
applications and the end of mandatory back tags will significantly reduce
processing procedures at the agency, cutting costs and making the process
more sportsman-friendly.
PFA - sets amendments submitted to opposition, Daryl Metcalf to interface on
this.
SAFE BOATING - Henry Hoffman emphasizing importance of buying life jackets
for kids
need groin straps.
PUBLIC RELATIONS - Dave Bagaley reporting on issues to stop those who hunt
with hounds coming over the internet. Need to work for the right to
preserve the right to hunt. PGC meeting Tuesday, June 28, 1 p.m. encourages
those who hunt with hounds to make their presence known at this meeting in
Harrisburg.
ALLEGHENY SPORT, TRAVEL AND OUTDOOR SHOW - Henry has reached an agreement
with the ExpoMart on the expense with the trout pond; it will remain on the
first floor. PFSC will be back in the show. ASTOS DATES FOR 2006 - FEBRUARY

BANQUET - Joe Cersosimo stated visits will be made in July to make a
decision on a location.
YOUTH DAY - JULY 23 - registrants now at 145; if you know of anyone
interested, contact Frank Sparrow at
birdhse@connecttime.net or phone
724-444-6569. Volunteers are needed. DVD's sent out to Outdoor Channel have
resulted in interest to sponsor Youth Day. A meeting will be scheduled within
the next week so hopefully you will be available.
NEW BUSINESS - A motion made and seconded (Lewellen/Liberto) to make a
change to the Constitution and By-Laws, Article VI OFFICERS, Section 2.
MOTION CARRIED
This has been recorded by the secretary and read to those present and is
considered the first reading.
Previous wording: The President shall serve for not more than two (2)
consecutive years, unless by unanimous consent of the League.
Change: The President shall serve for not more than two (2) consecutive
years, unless by consent of two thirds (2/3) of members present.
BY-LAW COMMITTEE - Under the proposed change to the charter - second
reading:
The purpose for which said corporation is to be formed shall be: To promote
and foster by all lawful means the protection and conservation of wildlife,
together with all pertinent natural resources, to work to protect and defend
the Constitution and Declaration of Rights of the State of Pennsylvania, as
well as the Constitution of the United States, and the right to hunt, fish
and the safe use of firearms and to encourage among its members and among
organizations of like or kindred spirit good fellowship and cordial
cooperation toward achieving these ends.
Discussion and motion made (Christeson/Regaller) to include Commonwealth of
Pennsylvania and Constitution of the United States of America. MOTION
CARRIED
Discussion of changes to Article III, Article IV and Article V distributed
to the delegates resulted in the By-Law Committee advising those present to
digest these suggestions as well
as review the original Constitution and By-Laws.

GOOD OF THE ORGANIZATION - President Maranche read a copy of his letter to
John Hohenwater of May 16, 2005 and the ACSL alliance with him.
Mr.Hohenwater's reply was that he will be more than happy to attend a
meeting at our request to answer questions we may have. A letter will be
sent to him scheduling his appearance for the August 11, 2005 meeting.

President Mike Maranche announced that the Officers and Directors of the
ACSL met previous to this meeting, and voted to relieve Mike Slavonic of his
duties as Legislative Chairman.
Door Prize was won by Paul Blake, guest of Bill Fluharty and member of the
Sewickley Shooting and Fishing Club.
