MINUTES
President Mike Maranche called the meeting to order at

Guest: Mike Tutelo, Tri County Trout Club, Inc. was introduced as new
delegate.
Treasurer's Report - Joe Connors presented his report. Motion made and
seconded (Bloss/Christeson) to accept the treasurer's report. MOTION
CARRIED.
Communications - expressions of appreciation from Harry Lewellen, Harry
Miller, Diane Cersosimo, and Neal Knox Associates; congratulatory letters to
Julie Smoker and Natalie Barkus, winners of Gander Mountain gift cards
presented at the Sports Show; letter to Peg LaSpada whose family and friends
designated $575.00 in memory of Larry LaSpada to the ACSL YouthDay program;
Senator Jane Clare Orie letter and poster announcing her Sportsmen's Expo of
April 9 being hosted at the Northside Sportsmen's Association grounds and
letter from Melissa Hart announcing her Sportsmen's Advisory Board meeting
on March 21, 7 p.m. at the Northside Sportsmen's Association.
PFBC - WCO Larry Furlong gave dates of trout stocking:
700;
middle - 500 and lower 500 rainbow trout on March 11; Flaugherty Run,
Wexford 800 rainbow April 13; Turtle Creek 1350 brown, 3150 rainbow April
13. Opening day of trout season is April 16. Bassmasters Classic Tournament
July 29-31. More information is forth-coming through ESPN so pay attention.

Many anti-gun bills were introduced in the PA General Assembly. Tim Solobay
has proposed a bill arming police on college campuses.
The ACSL phone and nauticom internet connection will not be connected at

The Rendell administration seeks to establish energy manufacturing base in
PA. DEP is working to build on the state's leadership in the development and
deployment of new technologies by inviting letters of interest from advanced
energy companies wanting to take advantage of opportunities PA has to offer
by seeking assistance with project financing or business siting. Letters

GAME - Mike Maranche reporting the tour being planned on or about June 9 for

Former WCO Ed Steffan has been promoted to the Chief of Technical Services
Division in Bureau of Law Enforcement in
PGC along with the research unit of Penn State is doing a doe
study-collaring the deer and researching to determine their survival from
one hunting season to the next, what factors influence the survival of
female deer, what is hunter density on public and private lands, and what
factors effect a female deer's vulnerability to harvest.
Deer Management - DCNR Michael DeBerardinis states that he is leaning toward

wider infrared survey than in the past to include gamelands, other public
lands and private tracts to solve the controversy over deer numbers.
"Deer
management not only impacts the general health of our forests, but it
involves economic issues that go way beyond timber interests." states
DiBerardinis. A fly-over study is being planned and the results will
likely
be reported at the PGC meeting 4/25, 26. With this information, with harvest
reports in, the bag limits will be set. The PGC claims that basically two
things need to be resolved: (1) actual size of herd and, (2) what should be
the appropriate size of the herd.
Game Bills filed - HB413- this bill would change the terms and conditions of
holding office by the commissioners. Four year term, two term max.
HB603 - Defining "enforcement officer" to include Game Commission
officers
and other commissioned law enforcement personnel employed by the PGC who
have and exercise the same law enforcement powers as Game Commission
officers.
HR61 - directing the Legislative Budget and Finance Committee to conduct a
study on the use of rifles versus shotguns within this Commonwealth and
recommend whether special regulation areas should be expanded.
Fish and Clean Streams - Frank Sparrow advised those present that Tri County
Trout would be heading up the Deer Creek stream clean-up on Saturday, April
2. Meeting at

Public Relations - Dave Bagaley will be meeting with Frank for YouthDay
publicity. Question was asked as to school publicity but it is not accepted
well.
Allegheny Sport, Travel and Outdoor Show - Henry Hoffman reported an
attendance of 70,000 over 5 days. All clubs are reminded they will be denied
free entrance unless they work 4 hours at the ACSL booth, or a jerky booth.
Also, the fish in the Hawg Trough are available at the close of the Show,
Sunday at
Show.
BANQUET - Joe Cersosimo and the banquet committee were pleased with the
banquet. Many positive comments were received from those who attended. The
speaker, Matt Hough, PGC, presented a good and
informative program. Diane
Cersosimo's beautiful singing of "The Star Spangled Banner" and the
remark of a delegate at Thursday's meeting, "Diane's one draw-back was her
being married to Joe" received a few nods. Restraint was exercised
especially by the officers, directors and banquet committee who wouldn't
risk losing their Chairman. GREAT JOB JOE!

YouthDay - July 23 - Frank reported information is being distributed,
applications are on the web site only. Some have been received and are being
processed. Delegates need to inform their clubs of this event. Help is need
in many areas. Contact Frank at 724-444-6569.
Audit - the Audit Committee met and found Joe Connors books in order.(even
to the
lost dime)
By-Law Committee - Dave Bagaley, Chairman, reports several suggestions have
been received. Members of this committee are Mike Slavonic, Doug Baker, Jack
Walters.
Unfinished Business - Hunter safety courses, according to Joe Neville, PGC
rifles and ammunition - when the specs are together, this will be
implemented. In the meantime, should the club want live-fire following the
course, it would be on the clubs liability.
A TREASURER AND SECRETARY ARE NEEDED FOR THE ACSL.
New Business - Delegate Harry Lijewski of Bethel Park Outdoorsmen is holding
their annual trout fishing/trap shooting event in
Question was asked if this event is open to the public. Request of $200
donation to buy trout for the pond has been tabled until more information is
available.
