Minutes March 13, 2008

 

President Maranche called the meeting to order at 7:30 p.m. The Pledge of Allegiance and Conservation Pledge were given in unison.

A moment of silence was observed for our troops.

The February minutes were approved as mailed.

 

Guests: Bob Schlemmer, Governor’s Advisory Council, candidate for PGC District 2 Commissioner was introduced and given time to speak about his quest for the office.  Randy Santucci, candidate for PGC Commissioner was introduced and given time to speak. Each gentleman took questions from the delegates and those present. President Maranche requested preferences be given to the ACSL Board of Directors as they consider supporting a candidate.

 

Treasurer Joe Mallino gave his monthly and year-to-date reports. Motion made and seconded (Stolfer/Cersosimo) to accept the report. Motion carried

PFBC – WCO Larry Furlong stating the PFBC is encouraging county and municipal governments apply for funding through the Boating Facility Grant program to help improve recreational boat access facilities.

 

The Youth Bass Anglers Conservation School invites students to apply. Registration begins March 1 – the school is offered Sunday through Thursday, July 13-17 on Lake Perez at PSU Stone Valley Recreation Area, Huntingdon County. A total of 20 students, ages 14-17, will be selected

through April 30. Applicants submit an essay addressing “What fishing means to me; the importance of conservation; and why I want to attend the school.

A letter of recommendation from a teacher or close associate is required.

Cost is $200.00, the ACSL will pay half the tuition providing a certificate of completion is submitted. Applications are available from the PFBC site or by calling 814.625.9369.

 

BIG – U.S. Fish and Wildlife Service’s Boating Infrastructure Grant program,

Federally funded, will be used to construct transient boat docks along the South Shore Riverfront Park in Pittsburgh, accommodating recreational motorboats that are 26 feet or longer.

 

The Resident Senior Lifetime License Update forms are available for Seniors who may apply the year you turn 65.

PGC – WCO Gary Fujak introduced WCO Dan Puhala, newly assigned to District 2023 North.

Paul Blake requested a list of Youth Field Days.

Deer tour SGL 44, Elk County, planned for June 1, carpooling from Mt. Nebo Rd parking lot. Gary needs to know by May 26 if you plan to attend.

 

April 1 deadline for the 2nd turkey tag for spring gobbler.

License sales for Allegheny County 48,000. Repeat poachers are being sought.

March 15 open house on deer management will be at the S.W. Regional office.  Good info will be available 10 a.m. – 5 p.m. Rt. 711.

Elk harvested, the 35 were clear of CWD; 3,800 deer results not in.

 

LEGISLATIVE COMMITTEE REPORT: Kim Stolfer and Mike Christeson reporting on HB2205 as an unconstitutional bill, full of flaws and as it is written now will not be supported by the ACSL.

HB1845, (increasing punishment for possessing a firearm with altered or obliterated marks of identification), out of Appropriations Committee and is scheduled for a vote Monday, March  17. The language in the amendments (5 total) submitted by Rep. Levdansky, offers language that will not only introduce onerous consequences for unintended violations of this law by law-abiding citizens, but it will place unnecessary and costly burdens on firearm

Gun owners help needed to stop the Harrisburg Gun Control Juggernaut. Monday, April 7, 2008 the Second Amendment-Second to None Rally in Harrisburg starts at 10 am. We would like to see thousands of gun owners come to Harrisburg and join in making a statement that will be heard nationwide. Those that go will have an opportunity to win a Glock 17, 19 or 23 donated by George Romanoff of Ace Sporting Goods.

HB2205 – (amending Title 34) Civil Assets Forfeiture – no property rights shall exist in any game or wildlife, or part or product thereof, or any personal property, including but not limited to, firearms, traps, boats, decoys, vehicles and attachments and property designed for use or used in hunting.

 

CONSERVATION – Jack Walters reporting Associated Press has determined that trace amounts of many pharmaceuticals we take to stay healthy are seeping into drinking water supplies that could be harmful to humans.

 

SOFC, (solid oxide fuel cell) project – Siemens Westinghouse is conducting this project . Fuel cells are an environmentally clean quiet and highly efficient method for generating electricity and heat from natural gas and other fuels.

 

Gov. Rendell warned the price of energy continues to go up, causing concern for more and more families and businesses. His Energy Independence Strategy should be passed quickly when it returns to session next week.

 

GAME – Chairman Mike Maranche reported HB2285, Amending Title 34 (game) gives any officer the power to stop and inspect or search any means of transportation, any person, camp, tent, cabin or trailer only if probable cause exists,  thereby removing the power to stop and  inspect or search “at any time.”

 

Public Relations – Mike M. and Paul Blake visited Fox 53 to discuss the vignettes – 30 or 40 second blurbs on hunting and fishing brought to you by the ACSL Negotiations with GM, the underwriter, will be taking place. This may begin in July.

Sports Show –Joe Cersosimo and Jack Walters reporting the show will be held at the Pittsburgh Convention Center for 2009. 2008 Show Profit $14,405.19 More Information to follow.

Banquet – Mike reporting still tabulating. Positive feedback received.

Youthday – July 19, 2008 ACSL Youthday will be held at Pitcairn Monroeville Sportsmen’s Club.  Flyers are available; informational booths will be set up by: DCNR – Kristian Baker;  PFBC – Dennis Tubbs; PGC – Beth Fife; Governor’s Youth Council for Hunting, Fishing & Conservation; ACSL Member Clubs.
