MINUTES
President Mike Maranche called the meeting to order at 7:30 p.m. The
following clubs and agencies were present:

Candidate for the Court of Common Pleas, Robert Downey, Jr. was introduced
to those present. Endorsed by the FOAC and registered on both the Republican
and Democratic ballots, Rob grew up in Westmoreland County and has served
for 18 years on all five court divisions, i.e. orphans, family, criminal,
civil and federal. An avid hunter, in spite of a hunting accident that cost
Robert a leg, he has great respect for guns, gun owners and the Right to
Keep and Bear Arms. It is his concern that judges be elected who understand
the pressures that gun-owners are under from the numerous lobby groups who
try to limit our rights. More laws regulating our right to purchase firearms
are not needed. Judges do not impose sanctions because of plea bargaining;
they do have discretion to reject the plea.
Pleas are not being rejected for reasons such as judicial economy to move
the case forward, partly because they don't want to deal with it, many
reasons. GET OUT AND VOTE!
PFA legislation - a nightmare for a gun owner - getting a gun back can take
years. Delegates are encouraged to talk with their legislators asking them
to follow the re-writing of the PFA bill that the FOAC and sportsmen's
organizations have submitted.
A brief question and answer period followed. This will likely slip through.
The April minutes were approved as mailed. (Fischer/ Walters) Motion
carried.
Treasurer's Report - Joe Connors presented his May report, accepted without
question.

Communications - A thank you note from Marge Provan, PSFD, and Senator Orie'

PGC - WCO Gary Fujak stated the latest PGC news release claimed the safest
hunting season on record in 2004. Commission gave final approval for a
second tag to spring
gobbler-resident $21, non-resident $41. System staying in place on
antlerless allocation.
Next commission meeting June 27,28 in Harrisburg.
SGL Tour Sunday, June 12, meeting at Mt. Nebo road and I-79 - 8:30 a.m.
$5.00 per person with lunch purchased by individuals and dinner provided by
a sportsmen's club. Two vans will be available.
(Mike Maranche) Sunday Hunting (HB904) tentative hearing June 9 to discuss
Rep.Staback's bill allowing the Game Commission to regulate Sunday hunting
instead of the legislature by deleting provisions of prohibition from Title
34. June 13 the Legislative Budget & Finance Committee will release their
report on Sunday Hunting.
PFBC - WCO Martha Mackey reporting in-season stocking through May, the
fishing has been light due to the catch and release program but now the
catching is great so anglers- get out and fish.
Eighteenth WCO Class July 8 to August 19, applications available.
Growing Greener II is supported by the PFBC using some monies for
infrastructure of hatcheries, lake restoration, acid mine run-off,
environment etc. HB3 will give particulars on the breakdown of funding for
GGII.
The South Side area access will be open on May 31; the new Station Square
Marina will be open in July or August. June 26 through July 4 is designated
Safe Boating Week.
The Freeport Access (Buffalo Creek) will be closed until mid-summer for
repairs.
SAIC/Legislation - Mike Slavonic - reporting on PFA Legislation, Rod Corey,
legal council for the House Majority, submitted language to negotiate has
been accepted with minor changes. Deviation from negotiations will lose all.
The PA Sportsmen's Association stated they need to further amend the bill.
In PA, if you go to a shooting range and don't have a license to carry, you
must keep the gun in your trunk and separate from the ammunition How do you
make this change? This could cause problems.
CONSERVATION - Jack Walters reported A Western PA-based company converted
430 tons of coal combustion by-products into valuable building material.
The company took a major step forward in reducing significant plant
operating costs while taking strong environmental initiative. The 28 million
tons of byproducts placed each year in landfills could be turned into useful
products, such as the sale by Universal Aggregates LLC of Bridgeville, PA to
Versalite of Midlothian, Va for manufacturing concrete block.

Conservation continued -
McKeever and Penn State Conservation Schools are still available for those
interested.
"Stranded" oil in six regions of the US could recover 43 billion barrels to
meet the demand for an energy thirsty nation, announced by the Dept. of
Energy's office of Fossil Energy. More information can be obtained from the
Conservation Report on the ACSL website -
www.acslpa.org.
GAME - Mike Maranche reporting the aerial deer survey shows whitetail
numbers vary widely. Data released represents about 30 percent done. Some
areas show deer density far beyond what the PGC deems suitable for available
habitat; other areas, the numbers were lower. Highest concentrations were
found in Delaware State Forest 23.69 per square mile; second highest Potter
County 20.29; lowest concentration Tioga County 9.64 with Clinton County
10.69. This survey hopefully will answer two questions: what is the size of
the deer herd? and what is going to be the optimal size of the herd for the
environment they live in?
On-line Harvest Reporting has been approved by the board through a toll-free
telephone system. The PGC must implement a point-of sale licensing system,
creating a database of license buyers. Implementation of this system would
cost $2 million.
Chronic wasting disease found in Oneida County (NY) in the wild herd. A
printed update from Gary Fujak was available to those in attendance.
ASTOS - Henry Hoffman will be negotiating location of the trout pond and the
increase in rates with the ExPo.

Public Relations and Publicity - Chairman Dave Bagaley suggested designing a
flyer and video disc that would publicize all league activities.
A number of research projects are taking place dealing with the protocol the
veterinarians are using to immunize pets. Titer Testing (blood work) on dogs
that have been getting immunizations for lyme disease, DHL shot, rabies etc.
followed with boosters. The Titer Test is showing the booster shots are of
very limited value and now counter-productive.
These intense immunization programs cause the immune system to breakdown.
Read the latest literature on "Protocol for Immunization of Pets" available
in AKC, Purina Digest.

BY-LAW COMMITTEE - Doug Baker read the original and proposed changes to the
ACSL Charter.Discussion as to further changes followed.Motion made
(Slavonic/Fischer) to accept the language as amended. However, this being
the second reading of which three readings are necessary, motion was made
(Lewellen/Liberto) to table the vote until the June 9 meeting of the ACSL.
MOTION CARRIED with (1) nay, Mike Slavonic.
Chairman Dave Bagaley proposed proceeding with discussion of next section of
By-Law changes at June meeting.
New Business - Delegate Tony Satterfield, East Monongahela Sportsmen,
informed those present of his club's situation where a developer is
interested in purchasing 52 acres of property, less than 75 yards from the
club grounds, for a development of homes. The cost
is $95,000.00. The ACSL Loan Program was discontinued, making it impossible
to give assistance to EMSC to purchase the land.
For the Good of the Organization - 1st Vice President Henry Hoffman presided
over the meeting. Mike Maranche, attending as delegate of the Clairton
Sportsmen's Organization, recalled the statement made at the April meeting
from Mike Slavonic, Chairman of the Legislative Committee, ACSL, that "he
(Mike Slavonic) had entered the league into an alliance with NRA State
Liason John Hohenwarter without authorization of the delegates."
Mike Slavonic apologized to the delegates for using the wrong words.
A motion made by Mike Maranche stating: "I move to have this alliance
declared null and void", was seconded by Dave Collura, delegate of Elizabeth
Twp. Sportsmen. MOTION CARRIED with (1) abstention, Mike Slavonic.
A motion was made and seconded (Collura/Regaller) to send a letter annulling
the alliance to John Hohenwarter and copy to Randy Kozuch, with an amendment
to have the motions and vote published in the minutes. MOTION CARRIED with
(1) Nay, Mike Slavonic.
The May door prize was won by Dan Regaller, delegate of Collier Twp.
Sportsmen.
