PA FISH & BOAT COMMISSION PA GAME COMMISSION

 

President Mike Maranche called the meeting to order at 7:30 p.m. The Pledge

of Allegiance and the Conservation Pledge were given in unison.

The September minutes were approved without question. (Ragaller/Slavonic)

Treasurer's Report

Treasurer Joe Connors gave his report and it was accepted unanimously.

the Woodland Hills program booklet with the advertisement

Pennsylvania Fish &Boating Commission

WCO Bob Wheeler reported there will be a license increase by

Thanksgiving. The increase would provide much needed revenue to the Fish

Fund and the Boat Fund.

 

Additional public input on establishing 16 as the minimum age for operators

of personal watercraft.

 

Dutch Fork Lake, Claysville, Washington County, has been damaged by

Hurricane Ivan. Fish-salvage dates 10/27 10 a.m. and 10/28 at 9 a.m.

Pennsylvania Game Commission

WCO Beth Fife reported the youth pheasant stocking at Taylorstown was

very successful with 30 youth in attendance. Clubs are encouraged to take

part in the youth-mentor and safety zone hunting programs. More information

The venison-share program helps the food pantries. $15.00 co-pay or full

cost of butchering the deer is paid; the fees are tax deductible. Two buck

weighing approximately 235 lbs.have been taken in Oakmont and Natrona

Heights.

 

Ninety-eight bear have been captured; 11 recaptured.

Sporting Arms and Information  & Legislation

Mike Slavonic's report stated it has been over 19

months since the court first heard the case against the PSP; we have not

received any information.

 

HR3193 - DC Personal Protection Act was passed by the House of

Representatives. This would overturn a 28-year ban on handguns in the nation

's capitol. Shakedown: How Corporations, Government, and Trial Lawyers Abuse

the Judicial Process, written by Cato Institute and author Robert A. Levy,

will be available in November - WORTH READING.

 

John Kerry's boasting of "A Sportsmen's Bill of Rights" - does not include

handguns. One must assume that Kerry would support a ban on all handguns if

he doesn't want to include it in his bill of rights. Kerry has received an F

rating from the NRA and a 0% rating from GOA.

A sample of child-safe gun locks from the lieutenant governor was passed

among the delegates. With the gunlocks, literature on gun-safety was to be

available; however there was no literature and the gunlock was so flimsy it

could be twisted open without much force.

Conservation

Jack Walters briefed those present about the proposed River

Pointe Plaza development in Kilbuck Township. A number of applications are

being reviewed. Copies are available at the DEP's Office at 400 Waterfront

between 9 a.m. and 4 p.m. by scheduling an appointment at 412-442-4000.

Unusually cool, damp weather this summer has helped drive down the number of

ozone action days.

 

Cleaner fossil energy research grants ($9.4 million) have been given The

University of Pgh., Carnegie Mellon, Media & Process Technology and Air

Products and Chemicals Inc., Allentown, PA

Game Committee

HB2042 (additional turkey tags issued by the PGC) signed into law

HR797 study feasibility of exotic wildlife to Dept. of Agriculture passed

the House.

 

HB2145 eliminates the requirement to display a backtag. Motion made to table

for more information.

 

HB946/SB106 retirement bill allowing 50 yr.old with 20 yr. service

retirement. (Liberto/Collura) Support.

 

HB2667 adding $2.00 to the cost of the antlerless license for point-of-sale

licensing system - Opposed

 

Amendment to staggered terms for game commissioners re-implemented. Motion

to support (Slavonic/Christeson). Motion carried.

 

DCNR's secretary Michael DiBerardinis halted giving grants to conservancies'

purchase of land destined to be turned over to the PGC. Article by Bob Frye,

SUNDAY HUNTING - McKeesport (yes); Police R & G against; Clairton 25/25/50

undecided; Mt. Nebo (yes); LFSC (yes); MSCI (yes); West Deer (yes), Central

Beagle (yes). President Maranche states there is not enough information yet

available. Motion made and seconded (Slavonic/Ragaller) to periodically

review the clubs stance. Motion carried with 1 no vote.

Fish & Clean Streams Committee 

Frank Sparrow reported Deer Creek has been altered by

hurricane Ivan.

 

Repairs amounting to $350 thousand to $700 thousand are estimated.

Allegheny Sport Travel and Outdoor Show

ASTOS (Allegheny Sport, Travel & Outdoor Show) February 16-20'05 - Henry

Hoffman stated the trout pond contract percentage share will be increased

from 20 to 25%. Kid's casting program will be held on the lower level of the

ExpoMart.

 
Banquet

Chairman Joe Cersosimo stated date is March 6, 2005 at Radisson,

Greentree. Collier Sportsmen has donated ticket expense. Meeting 7:30 p.m.

Tuesday, 10/19 at Sally's home. If you are interested, please come. Final

plans will be discussed.

Youth Day

Frank Sparrow gave July 23, 2005, YouthDay program, MSCII

grounds. Survey results to be reported. NRA and NSSF to be contacted.

New Business

Frank Sparrow stated that the Millvale Sportsmen are not

satisfied with the PGC regulations for the Hunter Safety Courses; Jim

Liberto stated the same for the Logans Ferry Sportsmen.

 

A motion was made and tabled to provide a link from the ACSL web site to the FOAC web page.  A concern was raised whether this would constitute using the resources of a 501 c 4 organization to supplement the effort of a 527 organization, a violation of IRS and FEC regulations.  The body agreed to ask Joe Mallino, league financial advisor, to attend the November meeting to discuss whether this would jeopardize the ACSL tax exempt status

 

Decision was unanimous to request the White Tail Management Association to

attend a league meeting.

Nominating Committee
Presented slate of candidates for office with 1 open seat; Harry Lewellen's, absent from last meeting, refused nomination which left two vacancies.

A motion was made to have the secretary cast a vote of acclamation since there were 2 vacant seats. (Liberto/Ragaller)

After a  discussion over the confusing nature of the current bylaws, it was agreed that the Bylaws were seriously in need of change.  The President appointed a bylaw committee to draft amendments.   The President appointed the following member to the By-law committee, Dave Bagaley, Doug Baker, Joe Connors, Mike Slavonic, and Jack Walters.  Mike Slavonic will email a copy of the last proposed changes, and a copy of the current bylaws.  A  meeting will be held in the near future.
