The monthly meeting of the ACSL was called to order by President Harry Lewellen at 7:30 p.m. The Pledge of Allegiance and the Conservation Pledge were recited in unison. A moment of silence was observed in honor of the 911 victims and families.

Joe Connors presented his monthly report to those present. A motion was made and seconded (Hoffman/Slavonic) to accept the report. MOTION CARRIED UNANIMOUSLY.
Treasurer Connors requested that the loan program be put on hold until further notice. Approval was given. |

WCO Larry Furlong reported the highest boating activity for the Steeler game of Sept. 7. Larry reminded hunters of the need for safety equipment when hunting from a boat in nuisance goose season.

Chair Mike Slavonic stated a response
rendering the decision in the case of the ACSL lawsuit against PSP has not been
given. HR1973 (reciprocity reform bill) introduced by State Rep. Daryl Metcalfe
has 31 co-sponsors. Allegheny County Reps. are MUSTIO, READSHAW, TURZAI,
STEVENSON,T. If your legislator is not a co-sponsor of this bill, please contact
him/her to sign on. HR2799 - the ACSL will be meeting with Senator Santorum's staff for his support. An amendment has been added by Rep. Todd Tiahrt (R-Kan.) Most significantly the Tiahrt amendment requires the immediate destruction of records of approved NIC firearms purchases; prohibits release of multiple handgun sale reports and firearms trace data; BATF'S practice of copying dealer sales records in a prohibited firearms registration database.

CONSERVATION |

Chair Jack Walters stated: The DEP opposes weakening of clean air act changes by the EPA, which will exempt thousands of polluters from air quality requirements, severely impacting public health and economic development. The DEP promises a court challenge. Pennsylvania is at a competitive disadvantage as businesses here have to shoulder the burden of increased emissions from upwind states. The emAlert Emergency Notification System will enhance homeland security and protect PA residents from environmental dangers; this system links DEP electronically with operators of critical infrastructure facilities such as nuclear power plants, conventional fuel power plants, public water supplies, etc. throughout Pennsylvania.
"Small Wind Electric Systems-A PA Consumer's Guide" answers basic questions on wind energy generation The guide includes descriptions of how wind turbines work, a list of sources for info. including websites. The Commonwealth is the leader on the east coast of the U.S. in wind energy production. Wind farms in the state produce 35 megawatts of electricity - enough to power about 10,000 homes, with additional 110 mega-watts coming on line within the next year. Chair Mike Maranche reporting on PGC orange regulations. In researching all information and facts available, safety education rather than increased orange requirements may be more critical at reducing turkey hunting incident rates. Therefore, the Game Committee stated: "It is the opinion of the Allegheny County Sportsmen's League that the Commissioners not approve the orange proposal. The PGC needs to sit down with various hunting organizations to devise a realistic and user friendly plan, to simplify orange regulations, instead of dictating from afar. The ACSL continues to stress safety education and target identification, and to not rely on orange requirements at preventing accidents." This statement was presented in the form of a motion by Mike Maranche and seconded by Jim Liberto. MOTION CARRIED.
Mike pointed out a "for instance" in the mistaken identity of a mature bald eagle for a roosting turkey in Westmoreland County. The police officer charged with the shooting of the eagle was fined and his shotgun forfeited. Mike Maranche has been invited to attend the merger hearing (PGC/PFBC) September 25 in Bradford. |

Henry Hoffman reported a message from WCO Beth Fife stating there will be no live shooting during hunter education classes until an investigation concerning an accident recently is completed.
Discussion concerning the ACSL website: some opinions were given as to the legislative issues dominating the site and the leagues' three main events not being given the publicity. Question was asked as to the possibility of the events being shown immediately when the site is visited and links provided for more information. Mike Slavonic requested communications from board chairs and anyone else who would like to give input to the website. Kim Stolfer, FOAC, reminded those present that their final endorsement will be Sept. 21; therefore if you have opinions or questions on a candidate, contact Kim at 412-221-3346.
Jim Liberto, delegate of Logans Ferry Sportsmen Inc. stated that under the Clean Water Act, the DEP has proposed that Allegheny County become the model of the country for sewage repairs. Forty eight communities will be assessed for upgrading, piping and sewage plants. With the economy as it is, Jim does not feel a mandate such as this would be fair without federal money.
More information will be coming from Jim at the October meeting. Mike Slavonic suggested some guidelines be set up to establish the Board of Directors. The Constitution and By-Laws states under Article VII -EXECUTIVE COMMITTEE line two(2) nine elected directors; line three(3) election of the nine members shall be for a term of one year only so long as they shall continue to be a delegate or alternate, and the election of a member to any of the offices defined in Article VI shall not prohibit a member of the same club from serving as a director. |

AUDIT COMMITTEE was appointed by President Lewellen. Frank Girdich and Joe Cersosimo gave their consent to serve on the auditing committee and will meet with Treasurer Joe Connors to perform the audit. |

| Nominating Committee | |
|
Joe Cersosimo, Doug Baker and Frank Sparrow contacted candidates for the ACSL election in October. Joe reported the results: President Lewellen had agreed with the nominating committee to serve again as president; however, according to the ACSL Constitution and By-Laws, Article VI-OFFICERS, Section 2, "the president shall serve for not more than two (2) consecutive years, unless by unanimous consent of the League", the consent was not unanimous. Suggestion was made by Joe Connors to wave this portion of the By-Laws, this was said to be unwise when dealing with officers. Therefore, Mike Maranche was nominated, by Mike Slavonic, for president. Harry Lewellen and Jim Liberto accepted nominations to the Board of Directors. Nominations closed.
Note: Because a complete slate of candidates were not reported at the September meeting, it could not be reported in these minutes the list of candidates for the Board and Officers. A meeting of the Board of Directors will take place prior to the members meeting to agree that nominations will be complete prior to a vote being taken at the October meeting. |
