Gold Room – Courthouse. President Maranche called for order at 7:30 p.m. with the Pledge of Allegiance and the Conservation Pledge recited in unison. Eighteen sport clubs and two agencies were present:

The August minutes were approved as mailed.
The Treasurer’s report was given and accepted without question.
Communications of CRKKBA bulletins was given and T. Roosevelt partnership for state game agencies.
PGC – WCO Gary Fujak reported the antlerless license sales for 2B are at approximately 51,000 remaining; fifteen WMU are sold out. 9/18 over the counter sales for 2B will be available. Consult your hunting digest. Oct. 7-13 Youth pheasant and squirrel hunt; 12 to 16 years old, a hunter/trapper certification is need but no license. PGC meeting Oct. 2, 3 – baiting for deer in the Southeast will be discussed. Unified Sportsmen and a small minority feel the PGC is not managing the deer herd so they do not deserve the license increase. The WCO was justified in shooting the aggressive dogs attacking the deer in Butler County.
Tony Satterfield gave thanks of appreciation to the PFBC and PGC for the hours they gave at the East Monongahela Sportsmen’s Club’s activities.
PFBC – WCO Larry Furlong - trout allocation will start in 2008; however, the fish are going to be bigger but less fish in 2007. Legal blood alcohol .08 starting in ’07.
Remember, when you are hunting from a boat you are not only hunter but a boater as well, so safety equipment is required.

Kim Stolfer is making a tour of as many member league clubs as is possible to educate them as to the dangers of this coming anti-gun storm.
Crime in Philadelphia is high because of an unhealthy inner-city, failed social programs and a notorious criminal justice system. The guilty in Philadelphia need scapegoats and they have targeted PA gun owners. They want to do the following:
1.Criminalize failing to report that your gun was stolen –
2.Gun-a-Month rationing (intended to harm gun shows & collectors)
3.Weaken Preemption(let the corrupt Philly politicians or other local municipalities write their own gun laws)
4.Ban semi-automatic rifles, pistols and shotguns by labeling them assault weapons (much more restrictive than the ban; if they have their way, PA will have more restrictive laws than New Jersey or California)
5.Ballistic fingerprinting (of all new firearms)
6.Legalize firearms registration, 7. Mandatory use of trigger locks.
8. Bans on permit holders carrying firearm in municipal buildings.

Highlights: The Community Conservation Partnership Program grant of $2.8 million for recreation and conservation projects will help revitalize communities and protect natural resources. Part of Growing Greener II, a $625 million bond issue and Keystone ’93 DCNR fund generated from a portion of the realty transfer tax, Millvale Boro is receiving $40,000 grant for Riverfront Trail Back Channel Pedestrian Bridge development; Liberty Boro skate park, Pine Creek watershed conservation; Riverfront Park at the Convention Center and several other projects.
EPA announces Anti-idling technology at a truck stop in Cumberland County that provides heating, cooling and electricity to truckers who are resting; eliminating the need to keep rigs idling for hours at a time. One truck hooked up to IdleAire equipment for 10 hours – which is the federally mandated rest period for every 11 hours a trucker spends behind the wheel – would eliminate 234 pounds of diesel emissions.

ERIE – 18 environmental scientists are attempting to track down potential sources of pollution that could be factors in beach closings; it is suspected that runoff and improperly treated sewage are contributors.
GAME – Chairman Mike Maranche presented an article by the Sportsmans Alliance titled “Show us Your Dove Recipes and Prove Anti-Hunters Wrong”. Anti-hunters, in their quest to ban dove hunting in Michigan by ballot in November have stated repeatedly that doves are not eaten by hunters, giving the impression that they are left in the field to rot. Send your recipes, along with name, address and phone number to info@ussportsmen.org or to Dove Recipes, U.S. Sportsmen’s Alliance, 801 Kingsmill Parkway, Columbus, OH 43229-1137. Recipes will be posted along with the name and state of its contributor. All who contribute will be eligible for a prize package featuring a Gerber knife, Streamlight flashlight, ISSA travel mug, shooting shirt and camo and blaze orange cap.
The Sportsmen’s Legal Defense Fund, managed by the U.S. Sportsmen’s Alliance (USSA) is urging the U.S. Fish and Wildlife Service to appeal a judge’s decision handed down yesterday, that likely will outlaw hunting on 37 units of the National Wildlife Refuge System. Judge Ricardo Urbina’s decision will require the USFWS to perform costly studies on the environmental impact of hunting on the entire refuge system; the USFWS already studies this impact through required refuge plans it completes; adding more studies only succeeds in miring down the process so that no one will be able to hunt on refuges. The USSA will seek from Congress redress on this baffling decision.

ASTOS (Allegheny Sport, Travel and Outdoor Show) will be at the EXPOMART through 2007 Joe Cersosimo reported; the West Wing will be closed, therefore moving the show elsewhere in the future.
SPORTSMEN OF THE YEAR BANQUET - The success of this event relies on the clubs’ participation. The ACSL holds this banquet so that a club can honor an outstanding member. NOMINATING COMMITTEE– Mike Christeson reported a vacancy on the Board of Directors. Buddy Savage, has decided not to run this year. The ACSL thanks Buddy for his many years of service. At this time nominations for ACSL director were taken from the floor - - Ron Bachy nominated by Joe Cersosimo; Mike Yanchak nominated by Joe Connors. Lee Brown was nominated by Sally Barnett but declined the nomination due to a tight schedule. At this time, nominations to the Board of Directors were closed. Nominations for Officers were taken from the floor - - No nominations for President, 1st Vice President, Treasurer and Executive Secretary. Leon Fischer expressed interest in the 2nd Vice President position and was nominated by Dan Ragaller. Nominations closed. Slate of officers/directors running in October: President: Mike Maranche (unopposed); 1st V-President: Henry Hoffman (unopposed); 2nd Vice President – Jack Walters, Leon Fischer. Treasurer: Joe Connors (unopposed); Executive Secretary: Sara Barnett (unopposed); B.O.D. – Ron Bachy, Dave Bagaley, Joe Cersosimo, Mike Christeson, Paul Fedorka, Audrey Pritchard, Dan Ragaller, Frank Sparrow, Kim Stolfer, Mike Yanchak. A total of nine directors to be elected.
By-Law Committee – In the absence of the Chairman, the secretary read Articles VI through XIII of the Constitution and By-Laws, constituting the third reading. A
Motion was made and seconded (Mike Christeson/Leon Fischer) to accept the By-Laws. Motion carried unanimously.
New Business – The Allegheny County Conservation District is looking for people to represent a farmer and a general citizen to serve on their board. If you know of a person who could represent one of these two positions, please contact Dave Collura at 412-384-0823 or contact the ACCD at 412-241-7645.
Dave Zang, Richland Sportsmen, commented on Kim Stolfer’s speaking at his club. Dave reported that Kim was very effective and very informative. It is recommended to all clubs to schedule a time for Kim to speak to their members.
